Despite increasing digitalisation, time slot management in logistics is still a long way from achieving genuine interoperability across different providers. Waiting times at loading bays, manual coordination processes and proprietary interfaces therefore remain part of everyday operations. Members of the Open Logistics Foundation have therefore developed an open, vendor-neutral interface for Time Slot Management and are now looking for companies to test it under real-world conditions.

Warehouse operators need predictability, while freight forwarders need flexibility. These competing requirements are currently often coordinated through separate systems, proprietary interfaces and manual communication processes. The result is unnecessary waiting times and operational bottlenecks. “This is a prime example of a problem that can only be solved at industry level,” explains Nathalie Böhning, Innovation and Project Manager at the Open Logistics Foundation. “For digital processes to work across company boundaries, a common foundation and open standards are essential.”

As of 5 October 2026, Spain’s Documento electrónico de control administrativo (DeCA) is now mandatory for relevant road freight transport operations. The new digital requirement replaces the previous paper-based control document and applies to transport into and out of Spain.

Under the new requirements, the DeCA must be created and made available digitally. Documents must be generated as digital PDFs, linked to a unique URL and accessible through a QR code. The document must be available to the parties involved in the transport and can be retrieved by transport authorities during inspections. The framework also clarifies the role of electronic signatures and how DeCA relates to other digital transport documents.

Watch Spotlight Session: Prepare for Spain’s digital DCA

Watch now

Disclaimer: This session was filmed before the DeCA requirement revision. Some information may be outdated.

The DeCA requirements have evolved significantly since the framework was first drafted. Earlier versions included requirements that created practical challenges and raised questions for companies established elsewhere in the EU. In particular, carriers had to register with the Spanish authorities using a Spanish digital identity. As this is only available for Spanish companies, the previous requirement conflicted with the EU eIDAS regulation.

The logistics industry raised these concerns and, following feedback from the Open Logistics Foundation and other industry organisations, Spanish authorities revised and clarified several aspects of the requirements. The changes illustrate a broader challenge in the digitalisation of freight transport: regulations need to provide a clear legal framework while also taking into account how digital documentation works in real-world cross-border operations.

The revised DeCA framework also provides greater clarity on the relationship between DeCA and existing electronic transport documents. The rules confirm that other transport documents and software, including eCMR, can be used to fulfil the DeCA requirement without the earlier registration process and where they contain the information required under Spanish law. This is relevant for companies that are already using electronic transport documentation. Rather than treating every national requirement as a completely separate digital process, interoperable components can provide a common foundation that can be adapted to different regulatory contexts.

This is one of the principles behind the OLF-eCMR Toolbox. The Toolbox provides open source components for electronic transport documentation that can be integrated into existing IT environments and adapted to national requirements. The aim is not to create a separate system for every market, but to provide reusable building blocks that support different use cases and regulatory requirements.

The Spanish development also sits within a broader European move towards digital freight information. The eFTI Regulation (EU 2020/1056) establishes a legal European framework for the exchange of data between authorities and companies, eliminating the use of paper for this control. At the same time, individual countries can continue to introduce national requirements and approaches, as Spain has done with DeCA.

The DeCA framework already anticipates this relationship: once the eFTI framework applies, transport information provided through eFTI can be used instead of a separate DeCA. This underlines the importance of digital systems that can accommodate both national requirements and emerging European frameworks.

Questions about DeCA and eCMR?

The introduction of mandatory DeCA is another step in the digitalisation of road freight transport in Europe. As companies adapt to the new requirements, questions will naturally arise around implementation, interoperability and the relationship between DeCA, eCMR and eFTI.

The Open Logistics Foundation is happy to help clarify these relationships and explain how the open source OLF-eCMR Toolbox can be used in the context of Spain’s DeCA requirements.

Through its Partner Community, organisations contribute to and support Academy’s activities on an ongoing basis, across its four strategic goals:

Excellence and achievement

Business and impact

Advocacy and awareness

Skills and education

The Partner Community is organised into two groups: Subscribers and Knowledge Partners. The Open Logistics Foundation has joined as a Founding Knowledge Partner. Knowledge Partners are academic, non-profit, public-interest, and civil society organisations that support the Academy’s activities while gaining valuable engagement opportunities with Europe’s leading open source community.

This mutual partnership is built on a common belief that collaboration across foundations, academia, public institutions, and industry is essential to strengthening Europe’s open source ecosystem. It also strengthens our efforts to promote the societal and economic value of open technologies. By working together, we can foster knowledge exchange, support education and skills development, and promote collaborative open source solutions that make industries more resilient and sustainable.

By joining the EOSA Partner Community as a Founding Knowledge Partner and welcoming EOSA as an Open Logistics Foundation Network Partner, we are strengthening our shared commitment to advancing Europe’s open source software and hardware ecosystem.

The delivery note plays a central role in domestic freight transport. It documents the handover of goods, serves as proof of delivery and a receipt, and accompanies shipments throughout the entire supply chain. Because it primarily fulfils an operational requirement, its digitalisation has historically developed in a largely uncoordinated manner. The result is a fragmented system landscape in which industry-specific custom solutions and proprietary data formats continue to hinder seamless data exchange to this day – and prevent end-to-end digitalisation at the data level.

Day 1: Exploring open source in logistics

The first day focused on three themes currently shaping the future of open source and logistics: digital sovereignty, new inputs, and commercial open source.

Digital sovereignty

How can open source strengthen Europe’s digital resilience and technological independence?

This topic opened the event with keynotes from Sachiko Muto and Jordan Maris, who connected developments across Europe with the growing importance of collaborative open source for innovation and digital sovereignty.

Building on this foundation, Clare Dillon, Sebastian Wolf, Cornelius Schumacher and Andreas Nettsträter shared practical insights into Open Source Program Offices (OSPOs), including how to get started, identify the right stakeholders, and develop an approach that fits each organisation.

Their message was both simple and encouraging:

Start small, but start. Then build your own path.

New inputs

As regulation and standardisation increasingly influence digital transformation, the second theme explored how organisations can navigate new legal and technical requirements while continuing to innovate.

Sessions from Dr. Till Jaeger, Kate Kraemer and Davide Alocci examined topics ranging from the Cyber Resilience Act to practical experiences with ONE Record, providing valuable guidance for organisations preparing for the next stages of digital innovation.

Commercial open source

The final theme explored how open source creates sustainable business value.

Prof. Dirk Riehle, Timo Väliharju and Georg Kunz shared different perspectives on business models, entrepreneurship, artificial intelligence, and the future opportunities for commercial open source in Europe.

Across all three themes, conversations continued well beyond the stage. The themes were touched on in exchanges between attendees and in the second day workshops. OSID once again proved that some of the most valuable ideas emerge through informal exchanges, particularly in discussions between members facing similar challenges.

Day 2: Focus on our Working Groups

While the first day inspired new thinking, the second day focused on putting collaboration into practice.

The morning began with an update on current European and global legal developments from Dr. David Saive, LL.M. He provided members with practical guidance on the evolving regulatory landscape surrounding digital logistics.

Participants then joined interactive Working Group sessions dedicated to:

Electronic Transport Documents

Enabling Logistics Decarbonisation

Track & Trace

Rather than traditional Working Group meetings, this new format encouraged participants to look beyond their individual projects and discover where topics overlap, where knowledge can be shared, and where new collaborative opportunities are emerging across the Open Logistics Foundation landscape.

By bringing different voices and perspectives together, members explored how today’s individual projects can connect to better support tomorrow’s digital ecosystem.

Alongside the Working Group sessions, participants also had the opportunity to join our “Ask the Experts” session, where Christian Lüpges, Sebastian Raible and Maximilian Schütz answered questions on eFTI, European regulations, and press and media, respectively.

Looking ahead along the member journey

The Open Source Innovation Days are one important milestone within the Open Logistics Foundation’s annual member journey.

Throughout the year, members connect quarterly through two virtual member updates and two in-person community events, on top of our regular Working Group meetings. OSID marks the first opportunity each year to meet face-to-face, strengthen existing relationships, welcome new members, and spark ideas that continue long after the event itself.

The discussions started in Berlin will now continue across our Working Groups and community activities over the coming months, and the community will further develop these ideas in-person at our Ideation Workshop in December.

Contargo is making internally developed code available to the logistics industry free of charge. The so-called containerLib is now available as an open source solution in the Open Logistics Foundation Repository and helps companies process container numbers and truck registration plates in a standardised way. Behind this lies more than just technology; it is a commitment to the collaborative digitalisation of logistics.

In the day-to-day operations of container logistics, container numbers and registration plates are processed millions of times. Until now, each company has addressed this task independently, with its own code, its own validation rules and its own maintenance effort. Contargo, one of the leading companies in container hinterland logistics, has drawn a conclusion from this: the internally developed Java library containerLib, which validates container numbers in accordance with ISO 6346 and checks truck registration plates according to country-specific requirements, is now freely available as an open source solution in the Open Logistics Foundation repository. Companies that integrate it into their software projects save development time, reduce sources of error, and benefit from a solution that is continuously enhanced by the community.

Spain has updated its rules for the electronic Documento de Control Administrativo (DeCA), introducing a simplified digital framework ahead of mandatory implementation on 5 October 2026.

The post Spain revises digital DeCA rules following industry feedback appeared first on Open Logistics Foundation.

Spain has significantly revised its requirements for the electronic Documento de Control Administrativo (DeCA), replacing the technical rules published in the Resolution of 22 May 2023 with a new Resolution published on 5 June 2026. The update addresses practical implementation challenges raised by the logistics industry and provides greater legal and technical clarity for companies preparing for mandatory digital transport documentation in Spain.

The new rules confirm that the DeCA (previously acronymized as “DCA”) for road freight transport must be fully digital from 05 October 2026, and that it continues to apply to all transport into and out of Spain.

What is new in the Resolution is a revised framework that introduces a more simplified and practical inspection model. The process that previously relied on web portal access is now based on QR codes and direct document access via secure URLs. DeCA documents must be generated as digital PDF files, linked to a unique URL, and accessible through a QR code that allows enforcement authorities to retrieve the document immediately during roadside inspections.

The Resolution also clarifies that, although electronic signatures are not required for the administrative validity of a DeCA, an advanced or qualified electronic signature are now required if the document also serves contractual purposes.

The changes reflect the concerns and recommendations put forward by industry stakeholders over recent months. The Open Logistics Foundation actively contributed to these discussions, with legal product owner Dr David Saive, LL.M. (Tug & Tow®) helping to highlight practical obstacles faced by companies operating across European borders. Among the issues raised were complex registration procedures and technical barriers that risked slowing digitalisation rather than accelerating it.

Watch Spotlight Session: Prepare for Spain’s digital DCA

The update also brings greater clarity regarding the relationship between DeCA, eCMR and the future eFTI framework. The Resolution confirms that other transport documents (such as eCMR) may be used as a DeCA, provided they contain all legally required information according to Art. 6 FOM/2861/2012. At the same time, no separate DeCA is required where transport information is provided through the eFTI framework under Regulation (EU) 2020/1056. This strengthens the case for interoperable digital transport documentation that can support both national and European requirements.

For companies already investing in digital freight documentation, the update confirms the strategic value of adopting standardised, interoperable solutions. The Open Logistics Foundation’s open source eCMR components continue to provide a strong foundation for meeting digital transport documentation requirements. Its data model covers the information required for the Spanish DeCA, helping organisations avoid isolated national solutions while preparing for broader European digitalisation initiatives such as eFTI.

Visit our dedicated DeCA page to learn how you can use OLF-eCMR to fulfil a Spanish DeCA.

The Open Logistics Foundation and VIL – Flanders Innovation Cluster for Logistics have signed a Memorandum of Understanding (MoU) to strengthen collaboration around open innovation and digital transformation in logistics. The agreement was officially signed on 28 May in Antwerp and marks another important step in expanding the Foundation’s international network.

VIL is a non-profit organisation founded by and for businesses, with the ambition of supporting entrepreneurs innovate and grow. They offer a network of more than 700 members – including logistics service providers, manufacturers, retailers, suppliers, ports, startups, cities, research institutions, and technology providers.

Its activities focus on key industry topics such as digital transformation, green supply chains, hinterland connectivity, and last-mile logistics. By bringing together stakeholders from across the logistics ecosystem, VIL helps companies collaborate on practical innovation projects and strengthen the competitiveness of the Flemish logistics sector.

For the Open Logistics Foundation, the partnership strengthens exchange between different logistics ecosystems in Europe and brings additional operational perspectives into the collaborative development of open source solutions. For VIL, the collaboration opens a gateway to increase the valorisation potential of solutions developed across various innovation projects, as well as an opportunity to connect its members.

Belgium is one of Europe’s most connected logistics markets, with strong international transport flows and highly integrated supply chain networks. Through cooperation with VIL and the Foundation’s existing network partner Logistics in Wallonia, the Open Logistics Foundation is further expanding collaboration across regional logistics communities in Belgium.

The collaboration with VIL also reflects the broader role of network partners within the Open Logistics Foundation ecosystem. Strong regional partners contribute practical experience, new perspectives, and direct connections into local logistics networks. These partnerships help open source solutions move beyond organisational and national boundaries, enabling broader adoption of interoperable standards and collaborative digital solutions across Europe.
